Jim Shannon leads government relations for the VTG enterprise. He is responsible for enhancing the support VTG delivers to its Defense and Intelligence Community customers and for positioning VTG’s growing technology portfolio to meet its customers’ emerging mission requirements. Jim also plays a leading role in managing VTG’s relationships with executive branch and congressional leadership, as well as with aerospace & defense industry associations.
As a leader in the Department of the Navy’s acquisition workforce for over 15 years, Jim spent his final eight years in the Navy as a Flag officer. In his first 20 years in the Navy, he was a fleet operator serving on seven different afloat commands including as commanding officer of a guided missile frigate. Jim led a diverse group of programs from cruise missile defense to counter IED threats. He was a leading Navy spokesperson for weapon system architecture, led the Navy’s warfare center enterprise of over 20, personnel, and oversaw future modernization plans and budgets for all non-nuclear ships in the U.S. Navy while serving as a Deputy Commander, Naval Sea Systems Command. Capt. Edward H. Lundquist, USN (Ret): Tell me about your mission, and what you have – your team – in order to execute that mission?
Rear Adm. Jim Shannon: It’s important to understand what your authorities are in any job you come into. You just can’t look at a title and determine what your job or authority is. In this case, there are Secretary of the Navy (SECNAV) instructions; there’s law; and then there’s federal government regulations on how to do our job. And they all imply certain levels of authority to the military departments – Army, Navy, and Air Force. And then the Office of the Secretary of Defense (OSD) has a separate role, but altogether, we work towards a national solution, a single narrative. So when I came to this job, the big joke was—and like a lot of jokes there’s some truth, but also some non-truths which are almost hurtful – was being told, “Hey, you’re gonna be an arms dealer for the Navy.” And that is a hurtful joke because it is furthest from the truth.
